This dissertation examines civic leaders’ struggle to create and maintain orderly public space in Chicago by analyzing representations of the public sphere as documented in urban plans, social reform reports, and municipal laws and policies. By promoting a uniform urban architecture while narrowing their definition of “the public,” civic leaders and reformers effectively normalized both spatial and social homogeneity. The project demonstrates the ways in which reformers’ strategic efforts to redefine the public spacially and socially were intricately tied together; it also emphasizes the connections between this urban crisis and Progressives’anxiety concerning American’s rapidly shifting national identity.
