This dissertation explores changes in childrearing advice, public policy, and the actual experience of mothers between 1890-1930. It analyzes the two components of “mother-work”—childrearing, and the reform activity known as “social motherhood”—to illuminate women’s role in the development of the U. S. welfare system. Sources include childrearing literature, writings of feminists and reformers, popular magazine articles, and the records of the U.S. Childrens’ Bureau. Mother’s clubs, parent-teacher associations, mothers’ pensions (later Aid to Dependent Children), and the 1921 Sheppard-Towner Act are examined.
