This study examines the rationales behind American involvement in the Inter-American Highway. Using records generated by the Department of State, the Bureau of Foreign and Domestic Commerce, and the Bureau of Public Roads, it analyzes the interplay between politics and technology that shaped this early venture into foreign aid. Though single, overriding objectives are difficult to determine, the highway’s history suggests a continuing desire for stable international relationships. Ultimately, it reflects a faith in the capacity of technology to obviate the need for political disputes and to transcend the limitations of both scarce resources and cultural differences.
